Copied below is a portion of our Village Charter which states that every five years the Village is required to appoint a committee to study the Village Manager form of Government. ARTICLE VII
REVIEW OF AND AMENDMENTS TO CHARTER
SECTION 1. REVIEW COMMITTEE.
A committee to review the Charter and incorporate amendments may be appointed at the pleasure of the Mayor at any time and shall report recommendations to the Mayor within six months time.
SECTION 2. FORM OF GOVERNMENT STUDY.
The Commission writing the original Charter gave serious consideration to the Village Manager form of government and concluded that such form might be desirable for the Village in the future, and filed with the Village Clerk a draft containing such form. Consistent with the changing need of the Village, the Council shall continue to appoint a committee of five members at intervals not to exceed five years to studies and report within six months of their appointment on the desirability of a Village Manager at that time. Two of the members of such committee shall be qualified electors of the Village holding no office or employment under the Village, two shall be owner, officer or employee of a business or industry operating in the area zoned industrial in Evendale, and one shall be a member
of Council. If a majority of such committee reports in favor of a Village Manager at that time, they shall submit amendments to this Charter to accomplish such change and Council shall submit the question of such amendments to a vote of the electors. If such report is against such change or if on a vote such change fails of passage, Council shall appoint another such committee within five years thereafter and follow the same procedure, and such committee shall continue to be appointed within five-year periods unless the form of government is earlier changed by virtue of the provisions of Article VII, Section 3, of this Charter, but not more than one such committee shall be appointed or such vote held under this section within any single five-year period.
SECTION 3. AMENDMENTS TO CHARTER.
This Charter is intended to be flexible and to be changed to meet changing conditions as the Village develops, in order that the best interests of those who live and work here may continue to be served. Amendments may be submitted to the electors by a two-thirds vote of Council, and shall be submitted upon petition signed by ten percent of the electors. Copies of proposed amendments shall be mailed to the electors not less than thirty days prior to the date of an election at which such amendments are to be voted on. If any such amendment is approved by a majority of the electors voting thereon, it shall become a part of the Charter of this Village.
SECTION 4. EFFECTIVE DATE OF CHARTER PROVISIONS.
Schedule 1. This Charter shall take effect and be in force upon approval by the electors. Whenever, by virtue of the Constitution or laws of Ohio, the Village of Evendale shall become a city, such city shall be deemed to be a continuation of the Village of Evendale identical therewith, but by the name "The City of Evendale," and this Charter, and all ordinances, resolutions, contracts and other instruments whatsoever, shall continue with the same force and effect in relation to the City of Evendale as to the Village of Evendale.
Schedule 2. Nothing in this Charter shall be construed in any way to affect any contract entered into or any obligation incurred for the benefit of the Village, before the taking effect of this Charter, or to repeal or impair the force or effect of any ordinance or resolution passed or adopted before the taking effect of this Charter, except to the extent that such ordinance or resolution may be inconsistent with any provision of this Charter, in which event this Charter supersedes and replaces such ordinance or resolution.
