2007-08 ADULT RESIDENT & BUSINESS LEAGUE BASKETBALL RULES

RULES
All games shall be governed by the Ohio High School Athletic Association Inc.’s Basketball Rules, with the following exceptions:
1. The game shall consist of two (2) - 20 minutes halves, eighteen (18) minutes running, with the last two minutes stop and go. The clock will run during the game except for time-outs, five (5) one minute time-outs -with no more than 3 in a half, and the final two (2) minutes of each half, when the clock will stop on all whistles. If there is a twenty (20) point or more variance in the score with two minutes or less in the game, the clock will not stop on whistles. There is no pressing allowed by a team ahead by twenty (20) or more points
2. In case of a tie game, a two (2) minute overtime period shall be played. Whenever an overtime period occurs, the clock will stop and go during the final two (2) minutes. A team is entitled to one (1) time out per overtime period. If the game is still tied after this period a second two-minute overtime period shall be played (same procedure as first overtime period.) If the game is tied after this second overtime period, a sudden win period shall be played with the team scoring first being declared the winner.
3. A team(s) shall be entitled to a five minute, and not more than five minutes, warm-up period before the start of the game. There will be a five minute half-time.
4. All teams are required to wear numbered uniform shirts. Any player not complying with this rule cannot participate in a game. Only names of players who are present should be entered in the official scorebook.
5. One-and-one bonus free throw(s) will be shot after the seventh personal foul in each half. On the tenth team foul of a half, all fouls are two (2) shot fouls.
6. The referee shall not permit any player to wear illegal equipment. Examples of illegal items are, but not limited to, head decorations, headwear (bandanna), and jewelry.
7. Games will be played under Ohio High School Athletic Association rules with one exception:~ Players along the free throw lane are able to enter the lane upon release of the shot rather than the ball hitting the rim. ~Players not lined up on the free throw lane and the free throw shooter must wait for the ball to hit the rim before entering the restricted area.
PLAYER ELIGIBILITY
1. Team managers shall be responsible for the eligibility of all players on their respective teams and shall sign all necessary forms/rosters. The manager may be asked to prove the eligibility of any on the team.
2. All players must be registered on an official Evendale Recreation Department Team Roster/Player Eligibility Form. This form shall be on file in the Recreation Office, 10500 Reading Road by the start of the first game of the season. A player shall not be eligible until information requested on the form is completed in its entirety and submitted to the Department.
Players being added to a roster, must be properly registered one (1) business day before a scheduled game day- up to the 8th game of the season.
If someone plays in a game who is not on the roster, that team will forfeit each game the player participated in. No one may be added after Jan. 25th, 2004.
3. The following reasons shall cause rejection of a form:
a. Missing signatures, either player’s or manager’s.
b. Missing information, address, phone number, driver’s license.
4. Any ineligible player used in a game or listed on a team roster shall be suspended from the league, at a minimum, for one year from the date of suspension. In addition, the manager of the team shall be suspended, as both manager and player, for the same length of time and the team will forfeit all the games in which the ineligible player participated. In addition, the team may be expelled from the league with forfeiture of all fees paid.
5. Players must be at least eighteen (18) years of age before signing the team roster/player eligibility form. Individuals presently attending high school may not be concurrently participating in the same sport. College students participating on a college squad are ineligible during the course of the program. If a college player graduated or leaves school by January 7, 2001, is properly registered through the Department, the player is eligible to participate.
6. Players who have been materially compensated for playing basketball within the last year are ineligible to compete in this league program.
7. Players may play in other community leagues.
8. To be eligible for league playoff/tournament games a player must have played in at least two (2) regularly scheduled league games during the season.
ROSTER LIMIT/TRANSFER
1. No more than twelve (12) and no less than five (5) players may be registered at any one time with any one team.
2. The team roster/player eligibility form must be submitted to the Department prior to the first game.
3. Players cannot change teams unless the backside of the Team Roster/Player Eligibility Form is signed by the manager and approved at the Recreation office. A player changing teams may not play within one week of the release.
4. A player released by a team cannot be re-signed by the same team for a three (3) week period. Rules concerning the deadline date for the addition of a player(s) shall apply.
5. If a player can prove medical disability with a written statement from a doctor, the player may be replaced. If the deadline for addition of players has expired, the replacing player can only play during the regular season.
PROTESTS/INELIGIBLE PLAYER(S)/INTERPRETATION
1. An opposing manager may inquire about the eligibility of no more than one (1) starting player. This inquiry may only be done before the beginning of a game (any players not in the starting line-up may be questioned upon their entry into the game.) The inquiry will be made to the official.
2. A player whose name appears on the official scoresheet and who is unable to produce proper identification shall be ruled ineligible and the game shall be declared a forfeit. The same penalty will be invoked for players producing identification which does not correspond with the name on the official scoresheet.
3. The Recreation Department reserves the right to check the eligibility of any ballplayer(s) at any time. The official is a representative of the Department. If there is still any doubt about a player’s eligibility, the referee shall witness the signature of the player in question, on the official scoresheet.
4. Involving interpretation of a rule, notification of intent to protest must be made to the officials and scorekeeper before the ball again becomes alive. This allows all interested parties to take notice of the conditions surrounding the making of the decision that shall aid in the correct determination of an issue.
5. A written statement concerning the protest shall be filed with the Department within two (2) business days of the game. A written protest shall contain the date, time, place of the game, the decision and conditions surrounding that decision, as well as all other essential facts.
6. A fee of twenty (20) dollars, must accompany the protest. If the protest is not upheld, the twenty dollar fee becomes part of the village general fund. The protest will be reviewed, objectively, by the Recreation Department.
7. No protest concerning the judgement of a rule or issue, by the referee, will be accepted.
FORFEITS/FORFEIT TIME
1. MANAGERS---PLEASE COMPLETE THE TEAM LINE-UP ON THE OFFICIAL SCORESHEET BEFORE THE START OF THE GAME.
2. The scheduled game time is forfeit time. The official’s watch is the official time.
3. A team failing to appear for a scheduled game of failing to place four (4) players on the court at forfeit time, shall forfeit the game to the opponent, providing the opponent can place enough players on the court.
4. In the event that both teams are absent or unable to field four players, both teams shall be charged with a loss when the forfeit time arrives.
5. Two (2) forfeits during the year by a team, and the team may be dropped the league and forfeit all fees paid.
TIES FOR LEAGUE CHAMPIONSHIP
1. In case of a tie for the league championship, the winner shall be decided by a one game playoff. In case of a tie by more than two (2) teams, the straight elimination tournament will be used. Any byes will be awarded to team(s) based on the following method: (1) head-to-head competition among the teams involved; (2) point differential in games among the tied teams; (3) overall point differential (offense/defense); or (4) coin toss. (Same criteria will be used for playoff positions, other than first place.)
INJURIES
1. Neither the Village of Evendale, Recreation Department, nor its representatives will be responsible for any injuries incurred as a result of individuals participating in the Adult Resident and Business Basketball League program.
PLAYER CONDUCT
1. Any player ejected from a game for any reason shall be automatically ineligible to play in at least the next regularly scheduled game. The case will be reviewed, objectively, by the Recreation Department to determine if additional suspension is justifiable. Should the suspension occur in the last regularly scheduled game(s), the suspension may extend into the playoffs.
GENERAL RULES
1. The consumption or possession of alcoholic beverages and/or illegal drugs in the Recreation Center or parking lot is prohibited. Any player violating this rule will cause and automatic forfeiture of the game involved and the likelihood of criminal prosecution. A second violation by a team/team member shall result in team suspension from the league and forfeiture of all fees and privileges.
2. Smoking is prohibited inside the Recreation Center.
3. Please do not bring food and/or beverages to the gymnasium. Supervision of players’ children in the Recreation Center is required. Only registered players, and Department personnel or representatives, at all times, are allowed on the court.
4. It is the manager’s responsibility to relay all messages to team players.
5. Games cancelled because of unforeseen circumstances, i.e., inclement weather, will be played at the end of the season, if permissible, and before the scheduled playoff games. The remainder of the schedule will remain intact. Managers can call the Weather Hotline number, after 11:00 a.m., is 956-2667, extension 620. Managers should assume games are on schedule, unless weather hotline is updated or center is closed due to inclement weather.
Department personnel/officials’ decisions on questions of fact are final.
The Department personnel/officials shall have the power to make decisions on any points not specifically covered in the rules.
